(davies is probably gonna cost way too much so that's a no-go) they may choose to loan out hendo for 1 more season, but that wouldn't be the best idea because de gea has made numerous mistakes since the 2018 world cup ended, so he isn't as reliable as a title challenging team would hope, but henderson has been doing amazingly for sheffield united. overall, if they bring sancho in and a brilliant central defender, and/or maybe a quality left back, they will be capable enough. if they don't, then i am not too sure.

I don't think so yet. They may sign Sancho and either an attacking midfielder or a central defender but that is not enough to win the league. They need better depth and a world class centre back and you can't get all that as well as Sancho
